The `/api/v3/wire_guard_peers` API has been broken for months. WireGuard scoped tokens are still possible with macaroons, and most use-cases are better served by deploy tokens. For the remaining cases, the new `fly tokens create wireguard` subcommand produces tokens with the same behavior as the previous delegated tokens.
