This PR adds
anim-hover-growwith the intent to deprecatehover-grow. This naming is outside of the rest of the naming for the animation classes which is causing special cases in view_components https://github.com/primer/view_components/blob/9fdd407186a2c9679154dfe4608b0cea1a236858/app/lib/primer/classify.rb#L239
