Draft a cloudformation template for this stack.

Currently the OMK server is configured and set up to run on AWS using Elastic Beanstalk. We want to move this deploy configuration to a CloudFormation template, to simplify the creation, updation and deletion of tasking manager stacks using configuration tools like https://github.com/mapbox/cfn-config.

This will make the process of creating or deploying the OMK server to AWS infrastructure extremely simple, and reduce the dependency on Elastic beanstalk and the console. Already, I picked and pasted a ton of template code from the Tasking Manager template, making this super easy to configure

Going to dig in further here over the coming days.
