chore: [NGOv1.X] Drop support 2022.3 and CI refactor

Purpose of this PR

As 2022.3 editor comes to EOL it's a good time to do the following

1. Drop support for 2022.3, remove testing on it and update projects to 6000.0 editor
2. As 6000.0 editor will be the only editor we support for NGOv1.X I refactored a bit CI configuration
3. As we practically don't land any PRs for NGOv1.X and due to fact that 6000.0 is the only supported editor I completely removed daily and weekly CI triggers (mainly to save CI resources) and we will just run a bit larger set of jobs on PRs (if we have any)
