Remove `CLI: publish image` workflow

Description

CLI: publish image workflow is not removed but Python script it uses is removed so the workflow fails.
It should has been removed with the PR: #666

To Reproduce

Open main branch and see pipeline fails due to CLI: publish image workflow fails.

Expected behavior

CLI: publish image workflow is removed.

Actual behavior

CLI: publish image workflow is not removed but Python script it uses is removed so the workflow fails.
