Python error in bagit.py using os.chmod() on Windows 10 WSL Ubuntu 20.04 #160

I'm using Windows 10, running in WSL Ubuntu 20.04, with python3, pip3, all prequisites seeming fine. In bagit.py, I'm getting an error at the line os.chmod("data", os.stat(cwd).st_mode) and I have not been able to find a decent fix that retains the intent of the code. I can comment the line out, and get through a run without errors, but that is suboptimal. This may be out of scope for a fix, but I wanted to note it. Thank you.
