Add (Not)Owning annotations

There should be annotations semantically equivalent to https://help.eclipse.org/latest/topic/org.eclipse.jdt.doc.isv/reference/api/org/eclipse/jdt/annotation/Owning.html and https://help.eclipse.org/latest/topic/org.eclipse.jdt.doc.isv/reference/api/org/eclipse/jdt/annotation/NotOwning.html which describes responsibility to close a closeable object.

I think an annotation like NotOwning should also be applicable to classes to indicate that they don't have any resources to close despite subclassing AutoCloseable. StringWriter is a good example of this.
